Certification of Compliance for Electrical installations (COC):

Regulations published under notice R2920 in the Government Gazette 23rd October, 1992 define an electrical installation as an instance where any machinery is used for the transmission of electricity from a point of control to a point of consumption on any premises.  These same regulations state clearly that the USER or LESSOR is responsible for the installation.  I.e. it is irrelevant if you own the installation, or are only making use of it, you are responsible for the safe operation of that installation.  To ensure that the installation you are using, or supplying to a lessee, is safe, is it recommended to obtain a valid “certificate of compliance”.  Today, this Certificate of Compliance (or COC) is required by law.  The continuous practice of obtaining, or updating a COC (especially from a third party) is a must have in case of possible insurance claims and workman's compensation claims.  Remember, according to the OHSACT, every employee has the right to work in a SAFE environment and it is the duty of the employer to ensure the environment is SAFE for the employee to work in and that the equipment used is SAFE to work with.
 
A valid Certificate of Compliance can ONLY be obtained from an accredited person, who has been registered by the Chief Inspector of the Department of Manpower in terms of the regulations.  By law, generating such a certification includes a visual inspection covering not less than 12 aspects of the installation as well as a series of 14 electrical tests.
